A federal judge has recommended dismissing claims against the FBI, the U.S. Bureau of Land Management, the governor, and Harney County in the wrongful death civil suit involving the 2016 shooting death of Oregon refuge occupation spokesman Robert “LaVoy” Finicum.

The lawsuit was filed by Jeanette Finicum, whose husband, a rancher from Arizona who became the spokesman for the armed takeover of the Malheur National Wildlife Refuge in southeastern Oregon, was shot and killed by the FBI, Oregon State Police, the Bureau of Land Management, and others.
On January 26, 2016, he fled from police and got out of his truck at a roadblock, where two state police officers shot him. The refuge occupation’s organizers were the target of the initial stop made by the FBI and state police. The police claim Finicum was reaching for a gun inside his jacket when he was shot.
