Well, talking about the release of the Cars 4 creators haven’t added a lot about the release of the film. However, producers Kevin Reher and Andrea Warren told us during the Car 3 dispatch meeting that if a good shot was found, a movie would be made. Here is what they said-
“If there’s a good story to tell I mean our heads kinda break after having gotten this one done, like oh my God, what could you do the further adventures of? But like any sequel, from Toy Story to Incredibles, as long as there’s a good story to tell, it’s worth investing; we do love these characters, we love them as much as the public does.”

On the other hand, one of the show creators, Owen Wilson also shares his acknowledgments that he will be happy with the Car 4. If the movie is going to have some thriller drama in it.
Pixar has announced that the Cars movie will be released on Disney+ in December 2020. The film has a chance to be out in the end or in the mid of December.
